Apple iPhone Ringtone (M4R) is the file format Apple uses to store ringtones on iPhones. The maximum length of an M4R file is 40 seconds. The only difference between M4R and MPEG 4 Audio (M4A) is the file extension, which lets an iPhone know M4R is a ringtone instead of a song.
As a format deployed by Apple for iPhone ringtones, M4R files open on iTunes by default.
Alternatively, Apple iOS is another good choice for opening M4R files. To create a custom ringtone, simply save an M4A file as an M4R file, and then import it into the iPhone.
